My first guess way “ashtray”… I’m guessing the noises hint at an impending explosion though.

My guess is that its a remote control for the bomb in the Prime Minister’s new skull-embossed briefcase.
Or a TV remote control. That would be cool too.
Well, if that’s Lapenus’s real name, I can certainly see why he requested that it be kept classified…
OMG!! Just realised that the suitcase is the same one from issue 1 where Skull is on the train and the guys in masks blow it up! That’s an exploding terrorist suitcase! Oh wait… that’s not good…
